On 1 July 2026, Hanoi launched a pilot low-emission zone in the Hoan Kiem district, restricting motorised traffic from 19:00 to 24:00 on weekends to promote electric-motorbike use. The city plans a three-stage expansion to cover the area inside Ring Road 1 by 2029, supported by a package exceeding VND 1,000 trillion.

Following the third plenum of the 14th Central Committee in late August 2026, General Secretary and President To Lam further reinforced these priorities through Conclusion No. 75-KL/TW. The directive emphasizes that environmental protection and climate adaptation must be central to all development decisions to protect the lives, health, and livelihoods of the population.
