Vietnam expands rooftop solar with new regulatory framework

Vietnam approved Decree No. 243/2026/ND-CP, revising the Direct Purchase Power Agreement (DPPA) mechanism and rules for renewable energy. The law raises the ceiling for selling excess rooftop solar generation from 20% to 50% of output and allows higher rates if the regional grid can safely accommodate them. It also broadens eligible participants, refines self‑consumption regulations and updates the commercialisation of surplus electricity.

The changes aim to improve investment returns, accelerate distributed generation and support the country’s energy‑security and green‑growth goals. EVN officials said the decree provides a clearer legal framework for households, businesses and investors, while the expanded DPPA lets parties negotiate market‑based electricity prices.

In the first half of 2026, the North Vietnam Power Company (EVNNPC) added about 8,500 new rooftop‑solar customers, increasing installed capacity by roughly 394.5 MW to a total of 718 MW. By June, over 10,000 customers were connected. Bac Ninh province recorded 957 investors with 272 MW of rooftop solar projects, 742 of which were already operational. EVNNPC is also installing battery storage at 47 substations (305 MW, 610 MWh) to enhance grid flexibility.
