Vietnam experts propose global intellectual ecosystem to boost AI and technology

Experts are proposing the creation of a global Vietnamese intellectual ecosystem to leverage the country's diaspora for advancements in science, technology, and innovation. With over 6.5 million Vietnamese living in more than 130 countries, the community includes a significant number of scientists, engineers, and entrepreneurs working in major global technology hubs.

Prof. Dr. Nguyen Van Tam from the Polytechnic Institute of Paris suggests that Vietnam should move beyond merely identifying overseas experts and instead focus on building practical mechanisms for their participation in national scientific development, particularly in artificial intelligence. He advocates for networks like the Vietnam Global AI Network (VGAIN) to facilitate cross-border research, PhD supervision, and technology transfer.

Similarly, Dr. Lai Ngoc Diep from Université Paris-Saclay emphasizes utilizing the specialized knowledge of the diaspora, noting a strong talent pool in fields such as quantum science. Experts suggest that flexible mechanisms should allow overseas intellectuals to contribute regularly to Vietnam's development without requiring permanent relocation.
