Vietnam economic updates: Stock market upgrades and budget reports
Vietnam is implementing synchronized solutions to transform its stock market into a reliable source of medium and long-term capital. Following FTSE Russell's decision to upgrade Vietnam to a secondary emerging market, the market faces significant differentiation, with some stocks trading below their 2020 pandemic lows.
Regarding national finances, the Ministry of Finance reported that for the first nine months of 2026, state budget revenue reached approximately 2,187.3 trillion VND, an increase of 12.1% year-on-year. Total expenditure was estimated at 1,873.7 trillion VND.
In the consumer finance sector, discussions are underway to raise the maximum lending limit per customer. Currently capped at 100 million VND per finance company, the limit is seen as a bottleneck that may drive borrowers toward unregulated credit. As of late August 2026, consumer and card credit reached 4.62 quadrillion VND, a 21.75% increase from the previous year.
