Experts at a Vietnam Banking Association workshop have proposed increasing the ceiling for consumer loans to better assist citizens and mitigate the influence of illegal ‘black credit’.

Industry leaders noted that the existing maximum loan limit of 100 million VND per customer at each finance company, established in 2017, acts as a “significant bottleneck”. They warned that this cap may drive customers toward unsafe, informal lending sources and increase the risk of “overlapping debt” as individuals seek to meet legitimate needs through multiple sources simultaneously.

As of late August 2026, consumer and card credit has reached 4.62 quadrillion VND, representing a 21.75% increase from the previous year. Discussions regarding the potential increase to the maximum lending limit remain ongoing.
