Vietnam focuses on high-quality human resource development

Vietnam is focusing on developing high-quality human resources to meet new economic demands, particularly in emerging sectors such as artificial intelligence, semiconductor industries, sustainable development, and healthcare. Currently, while the Vietnamese workforce exceeds 53 million, only about one-third possesses formal training or certifications. The government aims to increase the rate of trained workers to 40% by 2030.

To support skilled labor migration, experts from the International Organization for Migration (IOM) emphasize the need for flexible education systems and cross-border skill recognition. Without mutual recognition of qualifications between nations, Vietnamese workers abroad may struggle to utilize their training effectively.

Regarding talent attraction policies, the Ministry of Home Affairs clarified the eligibility criteria under Decree No. 179/2024/NĐ-CP. The policy applies to students who graduate as valedictorians of domestic higher education institutions or those who graduate with honors or higher from prestigious international universities recognized by Vietnamese law.
