Vietnam government issues new civil‑servant discipline and evaluation rules for July 2026
The Vietnamese Government has issued two decrees that will take effect on 1 July 2026. Decree 234/2026 outlines four disciplinary measures for civil servants – reprimand, warning, dismissal (for managers) and forced resignation – and lists the types of violations, severity levels and three categories of exempt cases, including serious illness, pregnancy or maternity leave, men caring for infants when the spouse is deceased or unable to care for the child, and persons under criminal prosecution.
Decree 233/2026 establishes a points‑based system for evaluating public‑service units and individual civil servants. Scores are assigned out of 100 and interpreted as follows: 90 points or above = “outstanding”, 70‑89 = “good”, 50‑69 = “satisfactory”, below 50 = “unsatisfactory”. The share of staff rated “outstanding” may not exceed 20 % of those rated “good”, with a possible increase to 25 % in exceptional cases. Evaluation results will determine salary, bonuses and other personnel decisions. Both decrees emphasize fairness, transparency, objectivity and link disciplinary actions to performance assessments.
