Vietnam Government approves five policies for legal document reform

The Government of Vietnam has approved five key policies regarding the Law on Legal Normative Documents. These policies, proposed by the Ministry of Justice, aim to streamline the legal system and clarify the authority of various entities in issuing legal documents.

The approved policies include: 1. Streamlining the system of legal normative documents. 2. Defining clear authorities and the scope of content between laws and other legal documents. 3. Innovating the law-making process to be more flexible, timely, and effective, accelerating the institutionalization of Party guidelines into law. 4. Strengthening the link between law-making and enforcement, improving mechanisms for constitutional and legal interpretation, and establishing post-issuance evaluation mechanisms. 5. Enhancing the quality and professionalism of personnel involved in policy advisory and legal drafting.

The Ministry of Justice has been tasked with leading efforts to review policy impacts, ensure legal consistency, and research the development of a unified electronic legislative dossier. This includes promoting digitalization and the application of artificial intelligence in the legislative process.
