Furthermore, leaders have identified lifelong learning as a vital requirement for officials in the digital age to prevent them from becoming “bottlenecks for national innovation.” Recent developments at the 4th Plenum of the XIV Central Committee saw Tô Lâm emphasizing the need to improve the Party’s leadership and self-rectification capabilities. He stressed that public power, information, and assets must not become private advantages, calling for integrity, fairness, and accountability.
