Vietnam continues its legislative and regulatory reforms, focusing on both legal modernization and the refinement of Party governance. This assessment identifies five critical bottlenecks: the gap between Party guidelines and institutional implementation, unclear boundaries between political leadership and state management, inconsistent decentralization of power, insufficient research and forecasting capabilities, and the underutilization of public feedback and data. The goal is to refine the mechanism of “the Party leads, the State manages, and the People master.”

Expanding on these governance reforms, Tô Lâm has emphasized evolving ideological work from simple information management to “leading social perception.” He noted that digital spaces and social media must serve as channels to listen to the people while distinguishing legitimate feedback from organized disinformation. Furthermore, leaders have identified lifelong learning as a vital requirement for officials in the digital age. To prevent cadres from becoming “bottlenecks for national innovation,” officials are expected to continuously update their skills to adapt to the Fourth Industrial Revolution and a knowledge-based economy.
