Vietnam Government Issues New Civil Service Recruitment and Salary Grade Regulations
The Vietnamese government has issued new regulations governing the recruitment, management and salary structure of civil servants in public non‑profit units. Under Decree 232 issued in 2026, civil‑service positions are classified into five professional grades, from grade 1 (lowest) to grade 5 (highest), each linked to a specific salary category (B, A0, A1, A2, A3). The decree outlines six principles for determining job positions, requiring that positions correspond to functional responsibilities and fit within a unified national catalogue of job titles. No new job titles may be created, and each position must belong to one of three groups: management, professional/technical, or support. The reforms aim to standardise job classifications across the country, align salaries with duties, and improve the overall administration of the civil‑service workforce. The new system takes effect on 1 July 2026.
