Vietnam government orders merger of commune‑level units to improve local administration
The Vietnamese government, through Resolution 180/NQ‑CP adopted at its regular meeting in June 2026 and a subsequent online conference with provincial authorities, mandated the re‑organisation and merger of commune‑level administrative units in line with Politburo directives. The goal is to raise the quality and efficiency of the two‑tier local government system.
The resolution is part of a broader agenda that stresses macro‑economic stability, inflation control and a target of at least 10 % economic growth. It calls for faster public‑investment disbursement, tighter fiscal and monetary coordination, and the acceleration of major infrastructure projects such as railways, roads, airports and energy networks. It also orders the streamlining of state agencies, the cleaning up of party and government bodies, and the implementation of eleven other resolutions on decentralisation, administrative simplification and online public services.
