Vietnam Government Proposes Electronic Land Title Deeds and Legal Reforms

The Vietnamese government has drafted amendments to the Land Law that would allow land users to receive both paper and electronic versions of the Land Use Right Certificate (commonly known as the "red book"). The unified certificate format would apply nationwide, giving the electronic copy the same legal standing as the paper document and aiming to digitise land records, improve transparency and streamline land‑related procedures such as pricing, allocation, leasing and compensation.

At the same time, the Party’s third Central Committee conference adopted Resolution 21‑NQ/TW, calling for a comprehensive overhaul of land‑related institutions. The resolution highlights persistent bottlenecks in land valuation, acquisition, planning and the handling of surplus property. It shifts policy focus from merely compensating displaced owners to rebuilding their lives after land‑recovery actions. Party General Secretary and President Tô Lâm and Deputy Prime Minister Phạm Gia Túc stressed the need to protect the collective ownership of land, ensure fair pricing, and channel land‑related funds to priority sectors such as education, health and affordable housing.
