Ho Chi Minh City advances super‑city growth with new governance reforms and special urban law draft

Chairman of the National Assembly Trần Thanh Mẫn praised Ho Chi Minh City for its rapid implementation of the two‑tier local government model and a series of pioneering digital‑governance measures, including electronic document management, data‑driven decision‑making and AI‑assisted public services. The city’s leadership was credited with establishing venture‑funding mechanisms, a local data‑exchange platform and a vibrant innovation ecosystem covering artificial intelligence, semiconductor research, smart logistics, digital finance and marine economics.

The authorities aim for a GRDP growth rate above 10 % in 2026, with the digital economy projected to contribute about 30 % of output and a budget allocation of 4‑5 % for science, technology and digital transformation. President Tô Lâm reaffirmed confidence in the city’s capacity to handle major tasks and called for the swift finalisation of a draft special‑urban law to support the new development model. The government also urged accelerated public‑investment disbursement, removal of procedural bottlenecks, and continued focus on infrastructure, flood control, traffic management and social services.
