Vietnam housing law amendments face expert feedback

Stakeholders in Vietnam are providing feedback on the draft amendments to the Housing Law, focusing on real estate development and apartment management. The Ho Chi Minh City Real Estate Association (HoREA) has raised concerns regarding the classification of individual housing. HoREA suggests that housing built by individuals for living or renting should not be categorized under commercial housing development, proposing instead a separate chapter to distinguish between rural and urban individual housing, including mini-apartments and rental rooms.

Additionally, experts and the Ho Chi Minh City Apartment Management Association (HCMO) highlighted the need for more professional and transparent management models for apartment buildings. Current issues include low resident participation in apartment meetings, lack of professional expertise in management boards, and disputes over maintenance funds and utility ownership. Proposed solutions include implementing online apartment meetings with identity verification and clarifying the legal boundaries between common and private property to resolve disputes over technical equipment and shared infrastructure.
