Vietnam implements 3‑tier governance reforms; Ho Chi Minh City imposes traffic limits for Saigon 50th anniversary

The Ho Chi Minh City Police announced traffic restrictions for July 2, 2026, to support the 50th anniversary of Saigon‑Gia Định. Restrictions apply from 06:00‑08:00 and 10:00‑12:00 on large vehicles – cars with nine or more seats, trucks over 1,500 kg and buses – along key central arteries such as Nam Kỳ Khởi Nghĩa, Nguyễn Thị Minh Khai, Pasteur, Trương Định, Nguyễn Du, Lê Duẩn and several secondary streets. Drivers are urged to use alternative routes, for example Hàm Nghi → Trần Hưng Đạo → Nguyễn Thị Nghĩa, to avoid congestion.

At a one‑year review of Vietnam’s three‑tier local government model, officials from Hanoi, Ho Chi Minh City and Đồng Nai presented results. Hanoi reported a state budget receipt of roughly VND 410 trillion (63.2% of the target) and public investment disbursement of 44.04%. Over‑due administrative files fell from 44.63% in 2025 to 4.2% in the first half of 2026, raising the governance performance score to 92.90 points (5th of 34 provinces) and citizen satisfaction to 98.95%. Đồng Nai’s party secretary highlighted challenges in merging communes, uneven resource allocation, and disparities in staff capacity, urging further adjustment of administrative units and decentralisation to improve service to citizens and businesses.
