Vietnam implements new education regulations and fee structures

Vietnam is implementing new regulatory frameworks for the education sector. Under Decree 360/2026/NĐ-CP, effective September 17, 2026, new conditions have been established for investing in, establishing, and operating preschool, general, and continuing education institutions.

Prime Minister Lê Minh Hưng has directed the Ministry of Education and Training to ensure the full supply of textbooks to general education institutions by September 22, preventing any shortages for students. Additionally, the Ministry is proposing changes to administrative procedures, such as determining allowances for school principals based on job positions rather than school classification.

In Ho Chi Minh City, authorities have released detailed regulations regarding service fees in public schools. These fees, covering support services for preschool, primary, and secondary education, are set as maximum ceilings. Schools are required to develop detailed estimates to ensure costs are reasonable, proportionate to service quality, and do not exceed the established limits.
