Overview

The Vietnamese government is implementing several regulatory frameworks to expand preschool education and standardize educational operations. Under Decree No. 353/2026/ND-CP, universal preschool education for children aged 5 to 6 is set to begin on November 1, 2026, replacing Decree 20/2014/ND-CP. This policy includes tuition exemptions and financial support, with communes tasked to achieve mobilization rates of at least 95% (or 90% in disadvantaged areas).

Further regulations under Decree No. 360/2026/NĐ-CP, effective September 17, 2026, mandate that the establishment and licensing of preschools, general, and continuing education institutions must align with local socio-economic development and land-use planning. Private and non-public preschools must follow a roadmap to meet Ministry of Education and Training standards for facilities, equipment, and staffing.

To support younger children, Decree No. 277/2025/NĐ-CP provides support for children aged 3 to 5 in public preschools or those under armed forces in disadvantaged regions. Benefits include funding for learning materials, personal items like blankets and mosquito nets, and monthly learning cost support of 150,000 VND for up to nine months. In Ho Chi Minh City, the Department of Finance has detailed specific subsidies for the 2026-2027 school year. Eligible children in extremely difficult circumstances or those of martyrs and wounded soldiers may receive 360,000 VND monthly for lunch and 150,000 VND for learning expenses. Additionally, children of workers in industrial or export processing zones attending licensed private preschools may receive 150,000 VND monthly for learning expenses. Ho Chi Minh City has also established maximum ceilings for service fees in public schools to ensure costs remain proportionate to quality.
