Vietnam implements school restructuring and manages preschool capacity

Vietnam has completed a nationwide restructuring of its public education network. According to a Government Office announcement, all 34 provinces and cities have finalized plans to reorganize preschool and general education institutions. This initiative has reduced the number of public education entities by 18,975, representing a 50.6% decrease, which exceeds the minimum target of 30%. As part of this transition, 28,217 educational managers have been reassigned to teaching roles.

While the restructuring aims to centralize resources and unify legal entities, new challenges have emerged regarding the management of large-scale, multi-level schools. Deputy Prime Minister Le Tien Chau has directed the Ministry of Home Affairs to propose policies for staff members whose positions are affected, particularly those seeking retirement or reassignment.

In Ho Chi Minh City, authorities are addressing issues with independent preschools that exceed legal capacity limits. While regulations cap independent preschool enrollment at 70 children, inspections revealed numerous facilities operating with significantly higher numbers, some maintaining over 100 to 200 children. Although 168 facilities have since adjusted their scale to comply, 72 facilities remain in violation, with some refusing to reduce their enrollment levels.
