Ho Chi Minh City administrative and economic restructuring

Overview

Ho Chi Minh City is implementing various restructuring initiatives across the public education and state-owned enterprise sectors.

In the education sector, the city is reorganizing its public school network by reducing the number of institutions from 2,188 to 1,484. This process involves the removal of 704 administrative entities to create large-scale ‘mega-schools’. As of October 2026, the city has completed a significant phase of this restructuring, resulting in a reduction of 702 public educational institutions compared to July 2025. This consolidation led to a 46.7% decrease in school management positions, falling from 5,874 to 3,129 individuals. Consequently, 2,462 former principals and vice-principals have been reassigned to teaching roles that align with their professional training. The restructuring affected various levels, with the largest reductions occurring in primary schools (282 institutions) and preschools (268 institutions). Additionally, the vocational and continuing education center network was reorganized, merging 25 centers into 10 units. While leadership transitions are 100% complete, the handover of financial and physical assets has reached 90.71%.

Simultaneously, the Ho Chi Minh City People's Committee has approved a capital restructuring plan for state-owned enterprises for the 2026–2030 period. A key component of this plan involves reducing the state's ownership in Becamex Group to a level above 65%. The restructuring includes transferring several companies, such as Saigon Transport Mechanical Engineering and Liksin Industry-Printing-Packaging, to the Saigon Industrial Corporation. Additionally, seven enterprises, including Saigon Jewelry Company (SJC) and Saigon Pharmaceutical, will be transferred to the Ho Chi Minh City State Financial Investment Company. The plan also involves moving ownership of Ben Thanh and various tourism entities in Ba Ria - Vung Tau to Saigon Tourism Corporation. Furthermore, 32 units are slated for merger to establish a new urban service corporation, with some mergers expected before 2029.
