Hanoi initiates public consultation on Hoan Kiem and Red River urban planning

Hanoi is conducting public consultations regarding major urban planning adjustments for the Hoan Kiem Lake area and the Red River landscape axis. The proposed plans for the Hoan Kiem district (H1-1B and H1-1C) aim to transform the lake area into a large-scale historical, cultural, and artistic square. Key proposals include a four-story underground complex connecting the Hanoi Opera House to Trang Tien Street, and the construction of a symbolic “Triumphal Arch” inspired by crane wings to serve as a landmark at the end of the Old Quarter.

Simultaneously, the city is seeking feedback on the overall master plan for the Red River urban subdivision. This project includes the development of a Red River landscape axis, which may involve the partial relocation of ancient villages such as Vong La, Hai Boi, and Bac Cau to ensure flood safety and facilitate infrastructure development.

Experts have expressed caution regarding the proposed 36-meter tall Triumphal Arch, noting that its Western architectural origins might conflict with the peaceful cultural significance of Hoan Kiem Lake. Residents are actively reviewing maps and technical documents to understand how these changes will affect their properties and local heritage.
