Vietnam urban infrastructure and development legislation

Overview

Vietnam is advancing legislative and planning initiatives to modernize its urban infrastructure and management. In August 2026, the Ministry of Construction proposed a new Law on Water Supply and Drainage to establish a unified legal framework, targeting a clean water usage rate exceeding 90% by 2030 and at least 40% urban wastewater treatment by 2035. By September 2026, the focus expanded to the implementation of the Law on Urban Development to drive economic growth through decentralization.

Concurrently, Hanoi authorities launched a public consultation period from September 7 to September 26 regarding major urban planning adjustments for the Hoan Kiem Lake area and the Red River corridor. The proposal aims to align with the capital’s 100-year master plan by reconstructing the historic center into a ‘History - Culture - Art’ space covering approximately 32.51 hectares. Key elements include expanding Dong Kinh Nghia Thuc Square and Cau Go Street, creating new pedestrian zones, and connecting the area to the Red River ecological landscape.

As the consultation progresses, architectural experts have voiced significant concerns. Architect Tran Tuan of the Hanoi Urban Space and Water-related Research Group suggested the plan should avoid adding “foreign or alien symbols,” specifically criticizing the proposed Triumphal Arch for potentially conflicting with the area’s cultural essence. He recommended reducing festival infrastructure density to preserve the lake’s historical depth. In response, Nguyen Ba Nguyen, Deputy Director of the Hanoi Department of Construction, clarified that current architectural images are merely “illustrations of the planning direction” and are not final designs. The city continues to seek feedback on Red River urban subdivision planning, including flood prevention and the potential relocation of ancient villages.
