Vietnam issues Decree 182 expanding teacher allowances up to 80%

The Vietnamese government enacted Decree No. 182/2026/ND-CP, which revises the allowance system for teachers, education managers and support staff in public schools. Allowances range from 20% to 80% of the salary base, determined by job category, education level, location and the socioeconomic conditions of the school area.

Key provisions include: - Support staff in public schools receive a 20% allowance for the first time. - Preschool and primary teachers receive a 45% allowance, rising to 60% in remote, ethnic‑minority or border areas. - Teachers at specialized, sports, art and boarding schools get a 60% allowance. - Senior teachers, staff at elite high schools, university prep schools and schools serving disadvantaged regions qualify for an 80% allowance. - Teachers of classes for students with disabilities receive a 70% allowance when at least 70% of pupils are disabled, with scaled rates for mixed classes.

The decree takes effect on July 7, 2026, with the allowance rates applied retroactively from January 1, 2026. Payments are made monthly alongside regular salaries, including during summer holidays, and do not affect social‑insurance contributions.

The policy aims to recognize and financially support the education workforce, especially in underserved and challenging environments.
