Vietnam Issues Decree 232 Setting New Public‑Sector Job Position and Salary Rules

The Vietnamese government issued Decree 232/2026/NĐ‑CP, taking effect on 1 July 2026, to define principles, job‑position categories, and salary grades for civil servants in public‑sector enterprises. The decree requires that each position be determined by the unit’s functions, duties, authority and organisational structure, and must fit within the government‑approved job‑position framework.

It establishes three annexes listing management, specialist/technical, and support positions, and sets criteria for assigning staff to appropriate salary grades without creating new positions outside the framework. The decree also outlines the responsibilities of approving authorities, the limits on adjusting staffing ratios, and the application of professional salary tables for recruited officials.

The regulation aims to standardise job descriptions, competency frameworks and remuneration across public‑sector units, while ensuring that changes in staff rank do not alter the underlying position classification.
