Vietnam Issues Decree Detailing Food, Clothing and Medical Care Standards for Detainees
The Vietnamese government issued Decree No. 213/2026/ND‑CP, specifying detailed provisions of the Law on Enforcement of Temporary Detention, Temporary Imprisonment and Residence Restrictions. The decree sets monthly food rations for detainees, including 17 kg rice, 15 kg vegetables, 1.5 kg pork, 1.5 kg fish, five eggs, plus sugar, fish sauce, oil, salt and other staples, with higher allowances for holidays, children, pregnant women and those with illnesses. It establishes a minimum sleeping area of 2 m² per person, requirements for bedding, sanitation, and kitchen facilities that must meet hygiene standards. Detainees are also guaranteed clothing, blankets, slippers and other personal items, and entitled to medical care as directed by physicians. The regulations apply uniformly to all detention facilities across Vietnam.
