Vietnam issues guidelines for green and circular economy projects
Deputy Prime Minister Ho Quoc Dung has signed Decision No. 46/2026/QD-TTg, providing guidelines for identifying green projects, projects meeting circular economy criteria, and the application of Environmental, Social, and Governance (ESG) standards.
Circular economy projects are categorized into four main groups: circular design and production, circular use, resource recovery, and industrial symbiosis. The design and production group focuses on reducing the use of non-renewable resources and improving material efficiency. The circular use group emphasizes extending the lifecycle of products through repair, upgrading, or sharing. Resource recovery involves collecting and recycling waste, while industrial symbiosis promotes the efficient use of materials and energy across industrial clusters or urban areas.
The decision applies to private sector enterprises, business households, and individual businesses. It also involves independent assessment organizations and state authorities responsible for implementing interest rate support policies. Commercial banks and non-budgetary state financial funds will participate in providing these interest rate supports to eligible businesses and individuals implementing green or circular projects.
