Vietnam issues new regulations for preschool investment and student support

The Vietnamese government has issued new regulations regarding the investment and operation of preschools and other educational institutions. Under Decree No. 360/2026/NĐ-CP, the establishment and licensing of preschools must align with local socio-economic development strategies and land-use planning. Private and non-public preschools are required to follow a roadmap to ensure minimum facilities, teaching equipment, and staffing levels meet the standards set by the Ministry of Education and Training.

Additionally, Decree No. 277/2025/NĐ-CP outlines support policies for public preschools and those under armed forces in disadvantaged areas, including mountainous, coastal, and island regions. These policies provide support for children aged 3 to 5 who participate in boarding programs. Specific benefits include funding for learning materials such as paper, books, crayons, and toys, as well as personal items like blankets and mosquito nets. Furthermore, eligible students may receive a monthly learning cost support of 150,000 VND for up to nine months per school year.
