Vietnam proposes amendments to Land Law to unlock economic resources

The Vietnamese government has presented a draft amendment to the Land Law to the National Assembly, aiming to enhance state management efficiency and unlock land resources for socio-economic development. The proposed draft is significantly streamlined, consisting of 13 chapters and 112 articles, a reduction from the 260 articles in the 2024 Land Law.

Key policy changes focus on six major areas: land use planning, land allocation and leasing, land recovery, compensation and resettlement, land finance and pricing, and the rights and obligations of land users. Notably, the draft proposes allowing entities leased land by the State to choose between a one-time payment or annual rental payments.

Regarding land recovery, the draft seeks to protect the interests of affected citizens by offering flexible compensation options, including land of similar use, different types of land, or cash. It also introduces mechanisms for on-site resettlement or land exchange within the same commune to ensure stability for displaced residents.
