Vietnam launches nationwide dike‑management training to strengthen flood response

On 30 July 2026, the Vietnam Dike Management and Disaster Prevention Agency (Cục Quản lý đê điều và Phòng, chống thiên tai) held a technical training conference in Đồng Hới, Quảng Trị Province. The event, co‑hosted by agency director Phạm Đức Luận and provincial deputy chairman Lê Văn Bảo, gathered nearly 300 specialist officers from 14 provinces that operate dikes ranging from level III to special status.

Speakers highlighted how extreme weather in 2024‑2025, including Super Typhoon Yagi and successive storm‑rain events, caused historic flooding across 26 northern provinces, triggering over 800 dike incidents and hundreds of deaths. The training emphasized updated legal regulations, rapid on‑site incident response, and the recent rollout of a two‑tier local‑government model for disaster management introduced in 2025. Participants exchanged challenges and best practices to improve the safety and resilience of Vietnam’s dike system ahead of the 2026 flood season.

The agency noted that despite progress, many localities still face difficulties in handling simultaneous storm and flood events, underscoring the urgency of continuous capacity‑building and technical standard revisions.
