Vietnam leadership focuses on innovating Party governance methods
General Secretary and President Tô Lâm has directed the review of a five-year preliminary assessment regarding Resolution No. 28-NQ/TW, which focuses on innovating the Party's methods of leadership and governance over the political system in a new era.
The assessment aims to evaluate how effectively Party guidelines are transformed into practical actions and results. The directive identifies five primary bottlenecks: the gap between Party guidelines and institutional implementation, unclear boundaries between political leadership and state management, inconsistent decentralization of power, insufficient research and forecasting capabilities, and the underutilization of public feedback and data in leadership processes.
The project seeks to refine the mechanism of “the Party leads, the State manages, and the People master,” ensuring that the transition from policy formulation to implementation is substantive and effective across all levels of government.
