Vietnam National Assembly debates program consolidation and land law reforms
The National Assembly of Vietnam is currently debating several major legislative reforms. A primary focus is the proposal to consolidate four existing national target programs into a single unified program for the 2026-2035 period. This integrated program, aimed at developing culture, social welfare, rural areas, ethnic minorities, and mountainous regions, has an estimated total resource of approximately 808,558 billion VND. Lawmakers emphasize that this merger should be a substantive reform of management and budget allocation rather than a mere mechanical consolidation, ensuring that resources reach local levels effectively without creating excessive administrative burdens.
In parallel, discussions are underway regarding significant amendments to the Land Law. The Government proposes a new mechanism where land prices are determined by the State based on scientific data to prevent market manipulation and artificial price inflation. Additionally, new regulations regarding the conversion of garden or agricultural land to residential land have been introduced, with fee structures varying based on land use limits.
Other legislative matters include proposed changes to the Law on Organization of Criminal Investigation agencies, which includes a suggestion to discontinue the Investigation Agency of the Supreme People's Procuracy, and discussions on streamlining real estate business procedures through digitalization and shifting from pre-inspection to post-inspection mechanisms.
