Vietnam Ministry of Construction orders rapid highway rest stop builds and landslide repairs

The Ministry of Construction, acting on instructions from Deputy Prime Minister Pham Gia Tuc, has called on provincial authorities to urgently invest in and complete rest‑stop facilities across all express‑way routes in Vietnam. The ministry urges a comprehensive review of existing stations, requires new projects to incorporate rest‑stop planning from the design stage, and stresses swift completion of approved but unfinished stations. On the north‑south east expressway, 21 rest stops are planned; 20 are under construction, with two already operating and nine offering essential services.

Following heavy rain in July 2026 that triggered landslides on National Roads 279 and 32 in Lao Cai and Lai Chau, the ministry declared an emergency situation. Specific kilometre points affected were listed, and agencies were instructed to assess damage, carry out emergency repairs, and allocate funding in accordance with Circular 40/2024 on disaster response for road infrastructure. Coordination will involve the Vietnam Road Administration and the Project Management Board overseeing northern mountain‑region road connectivity.
