Vietnam Ministry of Construction proposes term-limited apartment regulations
The Ministry of Construction has submitted a draft of the amended Housing Law to the National Assembly, introducing new regulations regarding “term-limited apartments.” This provision links the duration of apartment ownership to the legal service life of the construction project while aiming to ensure the property rights of residents.
Under the draft, apartment owners will have the right to fulfill financial obligations to rebuild new apartment buildings once the existing term expires. The amendment also categorizes housing into four types: commercial housing, rental housing, official housing, and policy-based housing.
A new chapter dedicated to rental housing development has been added. This includes housing funded by the state and non-state capital, as well as worker accommodations in industrial zones and housing for experts. State investment in rental housing will be managed through the Housing Fund, with the Vietnam General Confederation of Labour overseeing projects funded by trade union finances.
