Vietnam Ministry of Construction proposes unified highway policies

Vietnam's Ministry of Construction is seeking to establish unified mechanisms and policies for expressway projects scheduled for the 2026–2030 period. Currently, many projects require individual National Assembly resolutions to apply similar special policies, which delays investment preparation. The Ministry has proposed applying certain special mechanisms used in the Ring Road 5 project to other highway projects to accelerate progress and resource mobilization.

In a related development, the Ministry of Construction has responded to a proposal from the Dong Nai People's Committee regarding the construction of an interchange between provincial road DT. 770B and the Phan Thiet - Dau Giay expressway. The Ministry noted that while the interchange is part of the approved 2021–2030 transport infrastructure planning, the responsibility for investing in the DT. 770B road and its connection to the expressway lies with the Dong Nai authorities. The Ministry advised that the project should be implemented via public-private partnership (PPP) and must be completed synchronously with the provincial road to ensure investment efficiency and traffic safety.
