Vietnam Ministry of Education introduces digital assessments and standardized exams

The Ministry of Education and Training (MOET) has issued Circular 89/2026/TT-BGDĐT, introducing significant changes to student assessment for primary, middle, and high school levels. Effective December 1, 2026, the regulation allows secondary and high schools to conduct periodic examinations via computer, provided they meet necessary technical, infrastructure, and security requirements. Digital exam results will hold the same legal validity as paper-based assessments.

Additionally, the Ministry has mandated that local Departments of Education and Training (DOET) will lead the development and provision of standardized periodic exam papers for selected subjects for students in grades 5, 9, and 12. This measure aims to ensure consistency across educational institutions within the same region. While DOETs provide the standardized exams, individual schools remain responsible for proctoring, grading, and aggregating results to maintain objectivity.

Parallel to these educational reforms, Vietnam is seeing broader digital transformation efforts across various sectors. In the agricultural sector, the Ministry of Natural Resources and Environment has established a new information system architecture to streamline administrative procedures. Locally, provinces like Phu Tho and communes such as Dao Tru are implementing digital initiatives to modernize party management, administrative services, and community digital skills.
