Vietnam MOET proposes up to 50 million VND fines for illegal extra tutoring and early kindergarten teaching

The Ministry of Education and Training (MOET) in Vietnam is drafting a decree that would tighten penalties for a range of violations in the education sector. Proposed fines for individuals run from 10 million to 20 million VND, while organisations face double that amount. Specific offences include: teaching children before the first‑grade curriculum (up to 20 million VND), using unauthorised foreign curricula (up to 30 million VND), and forcing or coercing students to attend extra tutoring (30 million‑50 million VND). The draft also sets penalties of 20 million‑50 million VND for covering up child abuse in kindergartens and adds suspension of activities from one to twelve months, as well as possible licence revocation.

MOET is currently seeking public comments on the draft, which is expected to be issued in 2026. The measures aim to ensure compliance with the national early‑education programme, protect children’s rights, and curb the growing market for unregistered after‑school tutoring.
