Vietnam investigates textbook shortages for 2026-2027 school year

Vietnam's Ministry of Education and Training (MOET) has submitted a report to the Prime Minister regarding the severe shortage of textbooks at the start of the 2026-2027 school year. This academic year marked the first implementation of a unified national textbook set, yet localized shortages occurred despite assurances from the Vietnam Education Publishing House.

MOET has identified four entities responsible for reviewing the situation: the Department of General Education, the Department of Planning and Finance, the Vietnam Education Publishing House, and the Supervisory Board of the Vietnam Education Publishing House. The Department of General Education was specifically noted for shortcomings in guiding demand, synthesizing needs, and establishing regular data update mechanisms.

The Politburo has established a comprehensive inspection team to investigate the education sector, with a focus on the textbook issue. This investigation aims to clarify causes across the entire supply chain—from demand determination and printing to distribution—and to hold relevant organizations and individuals accountable for any violations. The inspection is expected to conclude by December 2026.
