Vietnam education sector undergoes major restructuring and resource management
Vietnam is implementing major reforms in its education sector, focusing on restructuring teacher training and addressing resource shortages. Deputy Prime Minister Lê Tiến Châu has directed the Ministry of Education and Training to consolidate teacher training institutions, ending programs at non-specialized schools to focus resources on key institutions. By 2030, the number of teacher training institutions is expected to decrease to approximately 48-50.
To resolve teacher shortages for the 2026-2027 school year, local authorities are tasked with ensuring sufficient staffing through recruitment, transfers, and contracts. Simultaneously, the government is working to resolve a significant textbook supply crisis. As of late September 2026, the Ministry reported that approximately 99.69% of the total demand for 245.94 million textbooks has been met, with the Vietnam Education Publishing House working to print and distribute nearly 3 million additional copies to cover emerging needs.
Broader institutional changes include a plan to reduce the number of public higher education institutions by at least 20% by April 2027 through mergers and reorganizations. Additionally, new guidelines have been issued for organizing national celebrations and historical commemorations through 2030.
