Vietnam Ministry of Health proposes major legislative reforms

Vietnam's Ministry of Health is advancing significant legislative and practical reforms to improve public healthcare. The Ministry has announced plans to submit four major draft laws to the National Assembly, including amendments to the Law on Food Safety, the Law on Prevention and Control of Tobacco Harms, and the Law on Donation, Removal, and Transplantation of Human Tissues and Organs.

Proposed changes to the Law on Medical Examination and Treatment aim to reorganize medical service forms, decentralize the licensing of special techniques, and replace specific unit price approvals with a general pricing system based on professional levels. Additionally, amendments to the Law on Pharmacy seek to simplify conditions for biological products, while updates to the Law on Health Insurance will align the system with local government models and new medical organization structures.

At the regional level, provinces like Phu Tho are implementing comprehensive health strategies focusing on preventive medicine, digital transformation, and social security. Recent efforts include enhanced disease surveillance, expanded immunization programs, and food safety monitoring in schools and collective kitchens. In Phu Tho, public medical facilities recorded over 2.86 million medical examinations in the first eight months of the year, reaching 83% of the annual target.
