Vietnam Ministry of Home Affairs clarifies village official social insurance

The Ministry of Home Affairs has addressed ambiguities regarding social insurance contributions for non-specialized personnel working in villages and residential groups. The issue arose from varying interpretations of provincial People's Council resolutions, specifically the phrase “monthly allowance includes support for social insurance contributions.”

This lack of unified guidance has led to inconsistent implementation across different localities, affecting how rights, obligations, and social insurance methods are determined for village officials. Under Decree No. 185/2026/ND-CP, the state budget provides a lump-sum allowance fund that includes support for social insurance to cover monthly payments for these personnel.
