Vietnam local official compensation and insurance reforms

Overview

The Vietnamese Ministry of Home Affairs is addressing administrative and compensation issues for local officials. Initially, the Ministry began reviewing salary and allowance policies for commune-level leadership to better align compensation with the administrative classification of localities. This review was prompted by petitions from voters in Lao Cai province who argued that current job-title-based allowances do not account for differences in workload between various types of wards and communes.

To resolve inconsistencies in how social insurance is handled, the Ministry clarified regulations regarding contributions for non-specialized personnel in villages and residential groups. Under Decree No. 185/2026/ND-CP, the state budget provides a lump-sum allowance fund intended to include support for these social insurance payments.

Furthering these reforms, Deputy Prime Minister Pham Thi Thanh Tra announced that allowances for commune-level officials would increase from 25% to 55% starting July 1, intended to remain in place until comprehensive reforms are implemented.

Minister Nguyen Tien Hai has since emphasized the importance of finalizing a draft scheme for salary and social insurance reform. This comprehensive review encompasses minimum wages, base salaries, salary scales, allowances, and specific wage mechanisms to assess their direct impact on income. The Ministry is tasked with conducting a wage survey in 2026 and developing regulations regarding labor relations and social insurance coverage. The goal is to finalize the draft project between August and October 2026, with a draft resolution expected by January 2027 for submission to the Politburo.
