Vietnam Ministry of Home Affairs orders civil servant staffing review

The Ministry of Home Affairs has issued a directive requiring ministries, ministerial-level agencies, and provincial People's Committees to conduct a comprehensive review of civil servant staffing and job positions. The review focuses on the management and use of personnel for the years 2025 and 2026, specifically addressing instances where public employees (viên chức) are performing roles designated for civil servants (công chức).

Ministries must provide detailed reports on staffing levels, categorized by leadership, professional, and support roles. They are also required to identify employees in administrative organizations operating under special financial mechanisms who have not been officially assigned civil servant status. Local authorities must review administrative organizations currently assigned career staffing (biên chế sự nghiệp) to ensure proper alignment.

Reports must be submitted to the Ministry of Home Affairs by August 25. The Ministry noted that it will not be held responsible for data synthesis if agencies fail to meet this deadline. Following the review, the findings will be reported to the Government's Party Committee Standing Committee and the Politburo for consideration and decision.
