Vietnam Ministry of Interior Issues Salary and Rank Guidelines for Commune Officials
The Ministry of Interior has issued detailed instructions on how to assign salaries and rank classifications for commune‑level leaders, including chairs and vice‑chairs of People’s Councils and People’s Committees. The guidance specifies that elected officials will be paid according to professional and technical salary scales and receive leadership allowances, following Decree 204. It also sets the proportion of senior specialist ranks for provincial department heads under Decree 361, requiring local authorities to align staff positions with the prescribed staffing structure by 1 July 2027. The ministry advises that heads of commune specialist agencies be placed at the chief specialist rank with a 100 % quota, while deputy heads may not exceed a 50 % quota of the total deputy positions. Local governments must use Decree 368 and Decree 361 as bases to recommend appropriate rank allocations and ensure compliance with the new staffing ratios.
