Vietnam proposes nationwide real estate notarization by 2028

The Ministry of Justice has proposed a draft amendment to Decree No. 104/2025, which would allow notary publics to perform real estate transactions nationwide starting July 1, 2028. Currently, notary publics are restricted to transactions involving real estate within the specific province or city where their office is located.

This shift is made possible by the planned integration of several national databases, including the national land database, the housing and real estate market database, and the notary database. These systems are expected to be fully operational and interconnected by 2027.

The proposal aims to reduce travel time and costs for citizens. For example, a resident in Hanoi could notarize a property transaction in Ho Chi Minh City without traveling long distances. Experts suggest that removing administrative boundary restrictions is an inevitable trend that will also improve service coverage in remote areas.
