Vietnam Ministry orders reforms to land administrative procedures

The Ministry of Natural Resources and Environment has issued Official Dispatch 10108/BNNMT-QLĐĐ to provincial and municipal People's Committees to improve the quality of land administrative services for citizens and businesses.

The directive follows public complaints regarding lengthy processing times and the frequent return of incomplete dossiers, which has reportedly led some to use unofficial intermediaries to expedite processes. To address this, the Ministry requires that if a dossier is incomplete, authorities must provide a single, comprehensive written guide for all necessary corrections to prevent repeated rejections.

Furthermore, if a dossier cannot be processed, authorities must provide a written response citing specific legal grounds. For delayed applications, officials must issue a formal apology and clarify the responsibilities of the individuals or organizations involved for disciplinary or commendation purposes. The Ministry also emphasized monitoring authorized representatives to prevent illegal service businesses or tax evasion, ensuring that no special privileges are granted to those using intermediaries.
