Vietnam ministry proposes merging fuel retail agents into distributors

The Ministry of Industry and Trade of Vietnam has drafted a decree to restructure the fuel market by removing the general‑agent tier and merging fuel retail agents into the system of distribution merchants. The redesign would reduce intermediaries and create a three‑stage supply chain: (1) source – producers and primary traders, (2) integrated distribution – a combined wholesale and retail function, and (3) retail sales to consumers.

The proposal also raises the entry requirements for primary traders, mandating ownership of a dedicated port that can handle ships of at least 7,000 DWT, a minimum storage capacity of 15,000 m³, at least ten retail outlets and a network of forty distribution merchants. All transactions would be recorded through electronic invoicing to enable traceability.

In parallel, the draft decree would shift fuel‑price setting to enterprises, allowing primary and distribution traders to determine retail prices using a state‑provided cost‑factor formula. Companies must notify regulators of any price changes for monitoring, and in remote areas the retail price may not exceed the highest price set by the primary trader in that area. Industry participants see the move as a step toward market‑driven pricing, while some small retailers worry about the reporting burden.
