Overview

In late July 2026 Vietnam’s Ministry of Industry and Trade moved to tighten control over the domestic fuel sector and then proposed a broader market restructuring. On 26 July, the ministry issued a circular demanding tighter inspection of fuel retailers, targeting hoarding, irregular sales volumes and unauthorized closures. Retailers were required to maintain registered operating hours, display full price lists and keep detailed inventory records to ensure uninterrupted supply amid geopolitical tension and volatile global energy prices.

Three days later, on 29 July, the ministry unveiled a draft decree to merge fuel‑retail agents into integrated distribution firms, eliminating the general‑agent tier. The plan outlined a three‑stage supply chain—producers/primary traders, integrated distributors handling both wholesale and retail, and final retail outlets. It set new entry criteria for primary traders, including port facilities, storage capacity and a network of outlets, and mandated electronic invoicing for transaction traceability. The decree also shifted price‑setting authority to enterprises using a state‑provided cost‑factor formula, with reporting requirements for any price changes. Together, the measures reflect a shift from increased enforcement to comprehensive market‑driven reform.
