Vietnam moves to ban non‑medical sale of laughing gas

The Vietnamese government has proposed an amendment to the Investment Law that would prohibit the commercial sale and distribution of nitrous oxide (N₂O), commonly known as laughing gas, for human inhalation outside of medical, food‑technology, testing and scientific research purposes. The draft, presented by Finance Minister Ngô Văn Tuấn during a special session of the 16th National Assembly, cites serious health impacts on teenagers, including neurological damage, reproductive issues and potential drug dependence.

Parliamentary member Vũ Hồng Luyến highlighted the widespread illicit use of N₂O in karaoke bars, nightclubs and other entertainment venues, urging the Ministry of Industry and Trade, the Ministry of Health and the Ministry of Public Security to coordinate data sharing, trace product origins and manage existing stock to prevent a black‑market spillover. The proposal also calls for clear procedures to withdraw, destroy or re‑export any remaining legally‑held N₂O supplies once the law takes effect.
