Overview

The Vietnamese government has proposed amending the Investment Law to prohibit the commercial sale and distribution of nitrous oxide (N₂O), or laughing gas, for human inhalation outside of medical, scientific, food-technology, and testing purposes. Finance Minister Ngô Văn Tuấn presented the draft to the 16th National Assembly, citing risks such as neurological damage, reproductive issues, and drug dependence, particularly among teenagers.

Legislators have expressed concern regarding the illicit use of the gas in nightclubs and karaoke bars. Following these legislative moves, authorities in Lao Cai dismantled an illegal distribution operation. Border guards seized 114 canisters of Purity Whip brand N₂O during a raid on a rented room in the Coc Leu area. Investigations indicated the canisters were purchased in Quang Ninh and were intended for distribution to local entertainment venues.
