Vietnam National Assembly debates new cities and urban development laws

The National Assembly of Vietnam is currently discussing several major administrative and legislative proposals. Key topics include the establishment of Quang Ninh and Bac Ninh as cities. The proposal for Quang Ninh involves maintaining its current natural area, population, and commune-level administrative units, resulting in a city of approximately 6,231 km2 and a population of 1,523,400. The proposal for Bac Ninh would create a city covering 4,713.75 km2 with a population of 3,989,623.

In addition to city establishment, the Assembly is debating the Urban Development Law. Discussions focus on decentralizing power to major metropolitan areas, such as Ho Chi Minh City, to allow for pilot mechanisms and special policies. While delegates recognize the need for increased autonomy, concerns have been raised regarding the potential for these mechanisms to revert to a ‘request-and-grant’ system. There are calls for clearer distinctions between authority and responsibility to ensure effective power control.

Other legislative items under discussion include the Hanoi Capital Region Ring Road 5 project, adjustments to the Lao Cai - Hanoi - Hai Phong railway line investment, and amendments to laws concerning administrative procedures and business conditions in agriculture and the environment.
