Vietnam National Assembly discusses land, housing, and tax law reforms
During the second session of the 16th National Assembly, Vietnamese lawmakers are deliberating several significant legislative amendments. Key discussions include the draft Law on Land, the Law on Housing, and the Law on Real Estate Business. Prime Minister Le Minh Hung emphasized that housing policies must prioritize providing affordable accommodation for citizens, particularly low-income earners, students, and public officials.
The Ministry of Finance has proposed several tax reforms. A notable proposal includes a 0.2% tax rate on abandoned or underutilized land without a specific area quota to discourage land speculation. Additionally, the government is considering tax exemptions for non-profit educational and scientific institutions, as well as for businesses and individuals providing catering services to schools and medical facilities.
Other legislative items under review include the Law on the State Budget, the Law on Bidding, the Law on Investment, and the Law on Food Safety. The draft Law on Food Safety proposes a shift toward risk-based management and post-inspection throughout the supply chain to ensure food safety from production to market.
